Starting on 25 October, bmi are making a slight reduction to the frequency of flights between Belfast City and Heathrow.
They'll be dropping the following flights:
- BD96 London Heathrow 19:00 - 20:25 Belfast City
- BD97 Belfast City 21:05 - 22:20 London Heathrow

I wonder if that has anything to do with regulations about taking off and landing at the City Airport during day-light hours and the end of BST?

The timetables (and the take-off/landing restrictions) shift with BST.
And my memory was that there's still quite a lot of head room in the overall number of aircraft movements around BHD.
Think it's more like the evening passenger volumes (they used to have the three flights back from Heathrow - roughly known as the half five, half six, and half seven - though the actual times varied a lot) no longer support three flights, and they're cutting back to two.
Having been a Diamond Gold card holder for five or more years, I didn't step on board bmi once last year.
